New policy of permanent residence permit in China

According to Xinhua News Agency, Beijing, July 17th 2019: China’s government will provide convenience to those foreigners who have high-level talents, who are with doctoral degrees or long-term work in key national development areas, who are with outstanding contributions and special needs of the country, and annual wage income of those foreigners who work in China for a long time, and taxation standards are required to apply for permanent residence in China. Foreign spouses and minor children of the above-mentioned personnel may apply together.

The policy will start from August 1st, the 12 immigration and immigration convenience policies will be promoted nationwide, covering the scope of expanding the scope of permanent residence for foreign talents, relaxing the scope of long-term visas and residence permits, and broadening the scope of foreign talents. The scope and improvement of the service management level of foreigners are four aspects.

In the scope of relaxing the issuance of long-term visas and residence permits, long-term valid visas and residence permits are issued for foreigners who come to China for business, work or study. For foreign key talents, foreign high-level talent work teams and support personnel who are invited to come to China to engage in technical cooperation, economic and trade activities, and foreign talents working in China, key domestic institutions of higher learning, research institutes, and well-known enterprises, issue a valid visa for 2-5 years or Residence permit.

In terms of broadening the scope of foreign talents, the government will provide visa and residence permit policies for foreign students who have graduated from key domestic universities and internationally renowned universities in China, such as innovation and entrepreneurship, and domestically renowned enterprises and institutions to invite internships in China. Support and convenience services to provide services for foreign outstanding young people in China.

In addition, China will explore the establishment of immigration service centers (sites) in areas where foreigners are concentrated, and provide job counseling, residence travel, legal aid, language and culture, and other convenient work services for resident foreigners.

Chen Bin, Director of the Department of Foreigner Administration of the National Immigration Administration, said that above 130 thousand visas and residence permits have been issued to foreigners, foreign investors, foreign technology managers and other foreigners.
