Tax exemption for small-micro enterprises

1. Exempt all taxes and fees for self-employed and small-micro enterprises.
Increase tax exemption. Based on the full implementation of the national tax reduction and fee reduction policy, within the scope of local authority, from the date of document issuance to December 31, 2020, individual households and small-micro enterprises are exempted from all taxes and fees.

2. Extension of rent exemption.
For individual industrial and commercial households and small-micro enterprises renting state-owned asset-type operating properties, on the basis of the implementation of the preferential policies that have been issued to reduce or halve the rent collection, the period for halving the rent collection will be extended to December 31, 2020. For taxpayers in six categories of transportation, catering, accommodation, tourism, exhibitions, and film screenings renting other business premises, the owner (landlord) is encouraged to halve the rent before December 31, 2020, and the local finance will provide subsidies or according to regulations Reduction of taxes and fees related to owners (landlords).

3. Support the land sharing economy.
Support the development of special operating methods such as night economy. Before June 15, 2020, counties (cities, districts) shall formulate a negative list of stall operation areas and time periods and announce them to the public. 4. Social security subsidies.

5. Encourage online sales.
Individual entrepreneurs and small and micro enterprises are encouraged to use the industrial Internet, foreign trade export platforms, and e-commerce platforms for business and sales, and local finances provide financial support. Promote the construction of e-commerce into rural demonstration counties, strengthen the guidance and training of small and micro e-commerce enterprises, and the necessary expenses will be included in the funds for e-commerce into rural demonstration counties.

6. Credit support, providing low-cost business establishments, etc.
For self-employed persons and small and micro enterprises that maintain their existing mortgage guarantee status unchanged and promise to have basically stable employment, the loans due from June 1 to December 31, 2020 are allowed to be extended, and the principal and interest payment date is the longest. May be extended to March 31, 2021, penalty-free interest.
All kinds of entrepreneurship incubation bases, university science parks, small-micro enterprise parks, etc. should arrange a certain percentage of venues to be provided free of charge to fresh graduates, and the local finance will give awards depending on the results. To open up a green channel for new graduates to start their own businesses, relevant departments are exempted from one-time government fees for starting businesses.
